and Cindy were able to come into the community of Leicester, meet with
Town officials and landowners, and explain the status of the project
and the constraints of Federal and State requirements in laymen�s
language in a non-confrontational manner. They were very open to
reasonable alternatives, and worked one-on-one in later meetings to
answer questions and resolve conflicts. They particularly spent time
with the farmer analyzing the cost of barn replacement on the west side
of the road as a realistic answer to eliminating the cattle crossing.
The resulting Scoping Report went to the Vermont Agency of
Transportation with the support of both communities, businesses, and
landowners. I have worked with many engineers in my 22 years in public
agency employment and have found that very few engineers are
technically competent, while at the same time open to innovation and
able to communicate very well with the average citizen. I would be
pleased to work with Joe and Cindy and would recommend them to other
Regional Planning Commissions and municipalities.
